Distinguishing Between the SFRA and the Inner FRZ

To operate legally in the DMV skies, you must clearly understand the difference between the outer SFRA perimeter and the inner Flight Restricted Zone:

1. The D.C. Special Flight Rules Area (The Outer 30-NM Ring)

Established under Title 14 CFR Part 93, Subpart V, the SFRA covers airspace within roughly 30 nautical miles of the DCA VOR/DME from the surface up to 18,000 feet MSL. To fly within this circle, every pilot must satisfy specific federal requirements:

  • Mandatory FAA Airspace Certification: Pilots flying within 60 nautical miles of the DCA VOR must complete the online FAA Special Awareness Training (Course ALC-405 on FAASafety.gov) and maintain the certificate of completion.
  • Active SFRA Flight Plan: You must file a specialized VFR or IFR flight plan with Flight Service prior to taking off or entering the boundary.
  • Two-Way Radio Contact: Continuous communication with Potomac Approach (Potomac TRACON) is mandatory throughout your flight.
  • Discrete Transponder Code: You must obtain and squawk a unique four-digit transponder code assigned by air traffic control before crossing into the airspace.

2. The Flight Restricted Zone (The Inner 13 to 15-NM Core)

Surrounding the National Mall and federal landmarks is the Flight Restricted Zone (FRZ). General aviation operations inside the FRZ require extensive background vetting, fingerprinting, and a unique TSA security PIN. Any procedural deviation inside the FRZ triggers immediate visual interception and severe regulatory consequences.

Standard VFR Procedures for Inbound and Outbound Flights

When flying VFR into or out of Tipton Airport, following structured standard operating procedures ensures seamless communication with Potomac TRACON:

Step 1: Filing the Flight Plan

Before walking out to pre-flight your aircraft, you file an SFRA flight plan via ForeFlight, 1800wxbrief, or phone. You specify your departure airport, true airspeed, and chosen entry or exit gate, such as the WOOLY or FLUKY navigation fixes.

Step 2: Obtaining Your Squawk Code

From the ground at Tipton, pilots contact Potomac Clearance Delivery on 121.625. You state your callsign, current position at KFME, and requested exit gate. Clearance responds with your discrete four-digit transponder code and your departure radar frequency.

Step 3: Airborne Contact and Radar Identification

Immediately after departure, you switch to Potomac Approach, establish two-way radio contact, and report your altitude. Potomac will verify your radar contact and altitude readout, providing flight following as you navigate toward your training area.

Step 4: Exiting the Boundary

Once you cross your assigned navigation gate, Potomac Approach informs you that you are clear of the SFRA and instructs you to squawk VFR (1200). When returning, you reverse the process by contacting Potomac before reaching your inbound entry gate.
